The Consilium of Caledonia - Scotland

The Consilium of Scotland has no Hierarch, following the death of Hassuar (Mastigos, Free Council) in November.
The Consilium of Caledonia has had a turbulent relationship with the rest of the United Kingdom in the distant past, often defining itself as an independent nation and refusing to recognize the other Consillii as having a voice worthy of listening to. Following the trials of the English Civil War and the Solemn League and Covenant, which lead to a high death toll among both the Scots and the English magi who participated, the Consilium of Caledonia agreed to its own magical version of the Act of Union, and combined its Lex Magica with that of the nation of Britannia (although it does not formally recognize a handover of authority to the Southern Consillii).
In the modern era, the Consillii survived the events of five years ago with at least three of its more powerful members intact, and although it has recently suffered a massive blow via the death of its current Hierarch it remains fairly strong and intact, if somewhat distant from the Awakened mages it rules.
The Consilium of Caledonia has mostly taken a stand-offish approach to governance of their region within the recent time period. While Silvia and Hassuar were willing to render judgment on cases brought to them, they often felt it best to let the lower parts of Awakened society restructure themselves of their own accord, with some oversight from their Masters. They were (and are) also willing to stand down once someone proves themselves to be worthy of replacing them. Blade frankly considers himself to have done his time as a political agent, and wishes to return to days of drinking and dueling, while Silvia merely wants to return to her Highlands. They both currently feel a strong call of duty, though, and are resolved to remain in their roles at least until the summer comes.
Politically speaking the Consilium has been mostly neutrally balanced, with a trend towards formal Atlantean/Silver Ladder protocol and rulings. With the death of Hassuar, and the vacancy opening up for both a Hierarch and a new Mastigos/Free Council member (the mechanism by which the five members are chosen has never been constant, sometimes it has been the traditional mechanism of Path, at other times it has been via Order) the politics have swung more heavily in favor of the Atlantean/Silver Ladder approach.
On a formal basis the current seat of the Hierarch is in Edinburgh, although this is traditionally expected to move to whichever city elects the next Hierarch of Caledonia.
The Lex Magicus of Caledonia
- Brother shall not kill brother. The Awakened shall not kill one another within the lands controlled by the Nation of Caledonia (1643 AD).
- The Consilium of Caledonia recognises the Lex Magicus of Britannia as the basis of our own; save that none, not even this Council, will bring death upon another of the Awakened, else they forfeit their protection under our laws (1707 AD).
- The Consilium of Caledonia recognizes the City of Edinburgh's right to self-governance, under the laws and strictures of this Lex Magicus (1708 AD).
- Enemies of the Supernal are not among our Brothers, let the full light of the supernal shine upon them and drive them forth or slay them when required (1856 AD).
- The sanctity of another magus’ residence is to be considered inviolate. To enter the Sanctum of another mage while unwelcome will be considered in direct violation of our laws under the Precept of Protectorate. All known Sancta are offered the protection of this Council (1878AD).
- This Council recognizes the laws of Hubris as defined since Atlantean times, all violations of this code will be taken on an individual basis and judged by the will of the Council (1947AD).
